FAQ

Answers to common questions

Answers to the questions clients most often ask before starting a licensing project.

The timeline depends on the project’s readiness, the ownership structure, the completeness of the documents and the regulator’s review time. After an initial consultation we set out a realistic work plan and the preparation stages.

The principal groups under Rules No. 108 are the charter, information on participants and senior officers, evidence of capital, microcredit rules and applicable supporting documents. The full checklist depends on the applicant. Business planning and internal procedures form part of consulting support; mandatory application attachments are checked separately.

Capital requirements depend on the type of financial organization, the project structure and current regulatory rules. During the consultation we review the project model and identify the evidence needed for the licensing package.

Under Rules No. 108, the review covers corporate documents, major participants and senior officers, capital, microcredit rules and premises security information. Collateral and safekeeping requirements are addressed under Rules No. 226. A business plan may form part of consulting support; it is not described as a mandatory attachment for every pawnshop.

The regulator checks document completeness and accuracy, qualification requirements, capital, major participants and senior officers. Applicable requirements are set by the Law on Microfinance Activities and Rules No. 108. The ARDFM makes the licensing decision.
